Some viruses or trojans can cut down connection.
Your connecting line may with serious problem, our customers use tmysql 20 years with no the problem in normal via bandwidth >0.2M bits .

Ping response time is unpredictable on ADSL.. (depending on the bandwidth)

on 2Mbit:

less than or equal to 200ms is considered fast.
