No, you can't. You just can check the open ports, if any, also ping the machine, and if there is an open port, connect to the specific service (i.e. web, ftp, ssh, etc.)

si los equipos están en la misma red y así lo parece (192.168.0.x) no debieras tener ningún problema.

Has probado hacioendo un ping al servidor desde la máquina cliente ?

ping 192.168.0.3
