Are you using a SSD drive ?

ace64.dll can't be freely redistributed so I guess there is no other option except run the installer they provide and later grab what you may need
You only need it if you plan to use ADS. If not, then you have the install the mod_harbour that does not use ADS.

I know what happened. I had only the Fw64 installer. But after running it, I was looking in c:\fwh, not c:\fwh64.

You could provide an installer EXE as a shared file. Each user download the EXE and run it.

You may use Inno Setup to build the installer
