Tenía el mismo problema que usted, lo resolví usando xPadC()

LOCAL nRell:=600
...
UTILPRN ::oUtil 1.30,nMargIzq+0.10 SAY xPadC(cTitulo,nRell,) FONT ::oFnt6 COLOR 16711680

nRell varia de acuerdo a cada caso.
