German Government Network Breeched .. where is GDPR?

I see in SlashDot Org that Germany's Government Network was breached by the Russians ... wonder what and how the EU is going to enforce GDPR .. against the German Government ? and what if any retribution is the German Government going to pay the EU for their alleged negligence ?

Matthew 23:1–12
