DEFINE MAIL PROBLEM

Can anyone explain why I get a 'parse error at MAIL' on the third message?

PROCEDURE   SENDEMAIL()
   LOCAL oMail

   // This works just fine:
   DEFINE MAIL oMAIL SUBJECT "Message 1 - Sends Fine "+TIME() ;
   TEXT "This is the message "+SDATE(DATE())+' '+TIME() ;
   TO "bill@microsoft.com"

ACTIVATE MAIL oMail

   DEFINE MAIL oMAIL SUBJECT "Message 2 - Sends Fine "+TIME() ;
   TEXT "This is the message "+SDATE(DATE())+' '+TIME() ;
   TO "bill@microsoft.com" ;
   FROM USER

ACTIVATE MAIL oMail

   DEFINE MAIL oMAIL SUBJECT "Message 3 - parse error at MAIL"+TIME() ;
   TEXT "This is the message "+SDATE(DATE())+' '+TIME() ;
   TO "bill@microsoft.com" ;
