Microsoft has released Windows Vista build 5536 for beta testers. Its sensibly faster than previous releases. Now its close to be useable

IMHO this was never questionable for 32-bit Vista! On the other hand, 64-bit versions of Windows (x64) do not run 16-bit programs ...

Vista RC1 seems to work fine, though still it is sensibly slower than XP.
