Off Topic - Programmer(s) needed

All,

I'm looking for some advice in hiring one or more programmers. I want to outsource much of the work I normally do myself. The programmer(s) can work remotely, i.e. I don't need someone to report to my location.

I am hoping some of you that have done this can give me some advice on what to look for, going rates, types of arrangements, quality control, overseas outsourcing, etc.
