The mod_harbour repo contains the code for the apache module proper, as well as builds and samples.
harbour_for_modharbour is a fork of the normal harbour/core repo adding build tools to build a version of libharbour that's specific to mod_harbour, including the compiler and debugger, as well as the contrib libraries
