SET laNGUAGE

How I can Set language ( Italian, english, germany) and What I must insert on compilation batch ?

the application must write on language of pc of user..it is possible ?

this is for italian language ok
but i saw a vb application you can set language....
How mak eto make it
how make to set any language ?
